The client only has maybe 3-4 users that need Office 2021 Perpetual (or volume) licenses as most users do not need Office products. Do I need a single license for every single user that will interact with the RDS server? Or just the users that require Office products?

As Official article mentioned, if you want to deploy Microsoft 365 Apps or the Project and Visio desktop apps with RDS, you must have one of those plans. Generally, if you just install Office 365 Business Standard and activate it with related license, it will just show Microsoft 365 Apps for Business instead of Microsoft 365 Apps for enterprise.
