Feb 15, 2021 · Located in lower North Philadelphia, the Richard Allen Homes were originally built following the Housing Act of 1937. According to some sources, the Philadelphia Housing Authority chose to raze three blocks of a pre-existing, dilapidated neighborhood in order to start the project.

Completed in 1941 and named to honor the founder of Mother Bethel Church and black Methodism, the $7.4 million project transformed 26.7 acres of one of the city's most dilapidated neighborhoods of tenements and bandbox houses into a modern housing development organized around Bauhaus principles.

The first “actual” slum clearance project of the PHA was the Richard Allen Homes. Groundbreaking occurred in October 1940, for a 1,324 family unit complex costing approximately $7,500,000.

Richard Allen Homes displaced more people than it housed. Like many other federal "slum renewal" projects of early- and mid-20th century, the construction of Richard Allen actually destroyed hundreds of occupied row homes and erased the existing African American neighborhood along 11th Street.
