Charles Robert Thomas, 64, of Keokuk, was taken into custody by Keokuk police officers on an arrest warrant issued by the Lee County Narcotics Task Force. He is charged with two counts of delivery of more than five grams of methamphetamine and two Iowa drug tax stamp violations.
