Ohio Gov. Mike DeWine has signed a two-year, $60 billion operating budget. It flattens the state’s income tax and sets aside $600 million in unclaimed funds for a new Cleveland Browns stadium.

The Cleveland Browns are one step closer to moving to the suburbs. They had already bought the plot of land, and on Monday night, they got the public funding.
