It is not. The stop at the Portland Head Lighthouse is the only time you get off. Portland is a very compact city with only about 1.5 miles from one end to the other, very walkable.
We are looking at Peek at the Portland tour- I see its only an hour -seems pricey for only an hour- Did you feel you saw enough to get your money's worth?

It was worth the price. It was a nice day in the water. We saw most of the light houses in the area and a harbor seal sunning itself. The tour guide was good and the boat was comfortable.
